Has anyone had any success with lamping projectors on and off over http? Shutter commands are working fine using the serial device control in catalyst but I am struggling to find a working address for lamp commands.

Yes. It works well.
same process as opening and closing the shutter
commands are;
lamp on
http://user1:panasonic@projaddress/c...&lang=e&osd=on
lamp off
http://user1:panasonic@projaddress/c...&lang=e&osd=on
shutter open
http://user1:panasonic@projaddress/c...&lang=e&osd=on
shutter close
http://user1:panasonic@projaddress/c...&lang=e&osd=on
just change the 'projaddress' to your projectors IP address.
set the output of the custom serial device to "no output"

I did this for a friend a while ago and have been meaning to upload for a while. Should work with the majority of flavours of Panasonic's.
