Scroll Wheel

How come when you are working in the windows either the main window or any on the HUD the scroll wheel doesn't scroll the window? I just like my two finger scrolling.. And it would be sweet if you held the mouse over a control spot like the libraries in the layer window and scrolled and it would advance. Just wondering..
