TCP serial port wont connect every other restart

Hi Richard,
This is an old problem that I'm just getting around to reporting
Using an easysync/netcom single port IP serial interface. the box is set as a TCP raw server.
If I quit catalyst and then relaunch without restarting the machine then catalyst does not connect to the box.
I dont know if this is a catalyst bug, or something to do with the setup between the box and OSX.

you have hit a problem with tcpip timeouts-

there is a minimum reconnect period set by devices or computers to the same address(es)

In my software i do what i can to work around this - the external device might not be doing this though-

udp connections do not do this - so if you can use udp connect modes.
