Catalyst Running at half frame rate when 2 outputs at full screen?

Hey guys,
I have been emailing with Richard to try to sort this out but wondering if anyone else has experienced this.
I have a 2013 mac pro iBin running 2 outputs to 2 datapath X4s. Haven't had any issues in the past. I went in to replace a projector and added some extra rectangles to an exact map I was using for masking and I noticed the system seemed to be running at about half speed. If I exit fullscreen on output 1, output 2 will run at the correct speed. If I exit fullscreen on output 2, output 1 will run at the correct speed. If both outputs are at full screen it seems to run at approx half speed. I am not showing any frame drop. Both outputs are supposedly at 59.94/60 hz. Set to screen 1 div2 which should be 30 fps.
If I put the content playback speed at 200% it looks correct and runs OK, but that is the only way it seems to work.
Anyone seen this before?

It was running cat n546, I tried n561, no change.
I tried switching around output buses from 1&2 to 1&3 and then 2&3, no change.
Any help would be appreciated.

we had a setup using 3 datapaths
didn't notice any half speed issues but projectors stayed the same
all datapaths and monitor screens were set at 50Hz exact
but i don't know if that will make a difference with your setup
