I would like to upgrade to Catalyst 4.0 and Tiger. Should I "upgrade" the OS from 10.3.3 to tiger 10.4.5 or do a "clean install"? If a clean install is recommended is there a check list of drivers, system configurations, etc.. that I can reference to ensure that all settings are correct.

if you are nervous suggest you purchase a cheap second drive and do a clean install on that - then you dont loose anything you have already.
keep the 10.3.3 disc as an archived backup.

doing a clean install is better.
there arent many issues left in tiger. it works fine.
and not many settings.

you need to install the latest decklink, atto, and aladdin dongle drivers for tiger.
www.decklink.com
www.attotech.com
ftp://ftp.aladdin.com/pub/hasp/hl/mac/HDD_Installer_MacOSX.dmg

in my experience its better not to install additional ati drivers for now - but its really hard to tell - whether they do anything.

Richard - I have been reading previous threads about Tiger. Is there still not much of an advantage running 4.0 on 10.4.5? Should I stay with 10.3.3?

10.4.5 works great. and is the only way to go on new machines. its the only way forwards.

suggest you dip your toes install on a separate disc. see if it works for you.

Will 10.3.3 work with v4? Is 10.3.9 really necessary?

Thanks Ross

any universal binary version - including the latest one - v4.05 requires 10.3.9

It wont run on 10.3.3 - as universal binaries didnt exist then.
